The problems New Zealand PTEs are solving in 2026

A private training establishment's employment outcomes are now both public and financially consequential. TEC publishes educational performance indicators for every funded provider each year, including progression, and reports post-study destinations and earnings at provider level measured 1, 3, 5, 7 and 9 years after graduation (source: TEC, data on post-study outcomes for tertiary education graduates, 2026). Privacy and quality assurance rules for New Zealand providers

PTEs are registered by NZQA under sections 342 to 361 of the Education and Training Act 2020 and must continue to meet the registration criteria through regular self-review (source: NZQA, registration of a new PTE, 2026). From 1 January 2026 quality assurance runs under the integrated Quality Assurance Framework (iQAF), which replaced external evaluation and review with an annual self-review summary submission to NZQA (source: NZQA, new tertiary quality assurance framework goes live, 2026).

Learner personal information is governed by the Privacy Act 2020, and providers enrolling tertiary, international or work-based learners must be signatories to the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021, administered by NZQA (source: NZQA, the Code of Practice, 2026). Candidate data should only ever be matched to genuine, employer-direct vacancies, not passed to third-party aggregators. This is context, not legal advice.
