5.1 million students undertook nationally recognised VET in Australia in 2024, the highest level since the Total VET Activity collection began in 2015 (source: NCVER, students enrolled in nationally recognised training continue to grow, 2025). Adult and community education (ACE) providers sit inside that system as a recognised provider type, delivering to learners who are often out of work, returning to study or building employability skills. Under the outcomes-focused 2025 Standards for RTOs, providers are judged on the quality of outcomes they deliver, at exactly the moment the labour market is making those outcomes harder to reach.
Adult learning is broad and mainstream in Australia: 34% of people aged 15 to 74, around 6.8 million people, took part in study or training in the previous 12 months (source: ABS, Work-Related Training and Adult Learning, 2024-25). Registered training organisations are required by law under the National Vocational Education and Training Regulator Act 2011 to disclose enrolment data to NCVER, and the National VET Data Policy obliges every RTO to give students the mandatory Privacy Notice at enrolment and to acknowledge a VET Data Use Statement when submitting data (source: DEWR, National VET Data Policy).
The 2025 Standards for RTOs, in effect since 1 July 2025, are outcomes-focused and judge providers on the quality of outcomes delivered to students and employers (source: ASQA, 2025 Standards for RTOs). Right-to-work and employment checks remain the hiring employer's responsibility, not the job board's, and learner data should only ever be matched to genuine, employer-direct vacancies rather than passed to third-party aggregators.
